3427602 - "RBP Permission to User" report does not show inactive users

The "RBP Permission to User" report does not show data for inactive users, while in previous releases it did.

SAP SuccessFactors HXM Core

1. Go to reporting
2. Generate an "RBP Permission to User" report with a target group that should contain inactive users
3. Check the result of the report

A security enhancement makes terminated GA users should be removed from dynamic groups, so this report does not show them anymore.

In general, "RBP Permission to User" report should NOT contain inactive users because RBP mechanism is removing all permissions from inactive users even if these inactive users still match static/dynamic group definition. This mechanism will ensure the security without customer admin to remove the users from the groups.

This is an expected behavior with this report now.

As a workaround please use the "RBP User to Group" report since it can still include inactive users. Inactive users are not removed from groups because groups can also be used for Target Population.
