3427747 - Unable to change project stock after saving of the Project master data

Symptom

Update project stock value from "No Project Stock" to "Valuated Stock" on WBS elements.

Currently the system only allow you to change from "No Project Stock" to "Non-valuated Stock". "Valuated Stock" is greyed out for an already saved project.
