3427989 - Unable to Remove Not Invoiced Time and Expenses Records for Migrated Projects

A Project with actual work hours is migrated via Data Migration Tool. As the consequence, Customer Project Expense List(CPEL) gets created and the corresponding record exists under Not Invoiced Time and Expenses View. Since the time sheet of the project employee is not migrated during the migration, the actual work hours and the CPEL record has no sense, but there is no option to remove the CPEL record.
