Symptom

User would create a Purchase Order from contract or purchase requisition reference, with the Manage Purchase Contracts, Create Purchase Order Advanced app or with GUI applications like ME21N. 

But receives error: 'Hierarchy item(s) are not supported in flat PO' or 'Hierarchy Purchase requisition is not supported in flat PO'
