Symptom
In standard or custom email templates, in step 2 email trigger dropdown is not populating.
Email Trigger picklist missing

Reproducing the Issue
- Go to Email Service
- Manage Template
- Select any standard email template
- Go to step 2 "Select Trigger". This dropdown menu is blank.

RBP Settings
Resolution
Make sure user has following permission setting are provided to user:
Configure Email Framework Permissions
- Configure Email Categories
- Configure Email Triggers
- Configure Email Templates
- Configure Audit Trail
- Allow Resend Emails
Email Framework Object Permissions
- EmailMessageView/Edit
- EmailReminderStateView/Edit
- EmailScheduleStateView/Edit
- EmailSettingsView/Edit
- EmailTemplateView/Edit
- EmailTemplatePartView/Edit
- EmailTriggerView/Edit
- EmailTriggerCategory
