3428252 - IBP: Inventory Optimization job/function failing with 'user error'.

When running Inventory Optimization (i.e. Inventory Profile with function multi-stage optimization and/or calculate inventory components), the job fails with this error:

The job failed due to user errors

Additionally in the log:

• you either see an informational message that the IOFORECAST key figure doesn't have any values;
• OR, you see the following error: Missing Forecast inputs;
• OR, you see the following error: Inputs for all networks could not be processed. No outputs returned.
