3428258 - Selecting a Performance Form Competency Rating Populates the Same Rating for Multiple Competencies

When choosing a competency rating in a performance form, the same rating is automatically populated for other competencies.

1. Log in to system
2. Navigate to Home dropdown > Performance
3. Select a performance form
4. Locate a competency section
5. On one of the competencies, select a rating from the rating scale (i.e., 3)
6. That same rating is automatically selected for other competencies

This is a known issue where some competencies did not migrate to Talent Intelligence Hub and were assigned an ID of -1. When updating any competency with the -1 value, all competencies with that value are also updated.
