3428343 - Unable to use the debugging feature in ABAP Development Tools using the Customizing Tenant - SAP S/4HANA Cloud Public Edition

It is not possible to debug in ABAP Development Tools or open any object using Customizing Client and getting the error "No authorization to access the resource /sap/bc/adt/xxxx".

Log into ABAP Development Tools for debugging and try to perform any action.

Missing authorization.

In Customizing Tenant the Business Role Template SAP_BR_APPL_SUP_ENG_DEV_SUP provides access to debugging. Business Role created from this template is not assigned. 

Create a Business Role using the template SAP_BR_APPL_SUP_ENG_DEV_SUP and assign to the affected user.
