3428343 - Unable to use the debugging feature in ABAP Development Tools using the Customizing Tenant - SAP S/4HANA Cloud Public Edition

Symptom

It is not possible to debug in ABAP Development Tools or open any object using Customizing Client and getting the error "No authorization to access the resource /sap/bc/adt/xxxx".
