3428734 - Non-ARM return delivery cannot be completed, DQE status 1

Symptom

In embedded EWM and IOT3 inspection is activated for a warehouse. A simple return delivery (not using Advanced Returns Management) is created for this warehouse, where it is not expected to do quality inspection of stocks. IOT3 inspection is activated in customizing. The EWM return delivery has DQE status active and at goods receipt, the delivery item will have Q01 docflow added without a real document behind the docflow. The stock receives inspection reference (inspection ID type "F" is visible in the stock, but the inspection document number is not visible), and same may also be seen on the GR WT. Such deliveries cannot be closed, as there is no real quality inspection document that can be decided. Therefore, the delivery DQE status will not change to 9 and so DCO status will not change to 9, either. As the EWM delivery is not getting completed, the corresponding ERP return delivery remains open, too.
