Symptom
You run Time-Series based Supply Finite Heuristic, maintaining procurement costs (using PRODUCTIONCOSTRATE or TRANSPORTATIONCOSTRATE for example) in order to define priorities, like the following:
SourceA = 0,01
SourceB = 0,02
And you observe that the more expensive source (SourceB) is selected, even though SourceA is cheaper and available.
