3428804 - OnboardingExternalUser Role Automatically Reactivates After Deactivation - Onboarding

The 'OnboardingExternalUser' role is automatically reverting back to active status after deactivation.

Expected behavior. The 'OnboardingExternalUser' is an Out-of-the-Box (OOTB) role that the system creates when you activate Onboarding in Provisioning.

The OOTB roles need to be available as configured at the moment of activation to ensure system health. As OnboardingExternalUser is an OOTB role, the application will recreate it if it doesn't exist.
