3428871 - Attachment field shows up in Job Information workflow even though there was no attachment added in the transaction

In Job Information workflow, the Attachment field always shows up even though there was no attachment added in the transaction. How to remove it?

1. Navigate to employee profile and select Take Action > Change Job and Compensation Info.
2. Fill all the required fields and do not add an attachment.
3. Workflow is triggered upon submitting.
4. Open the workflow details page - the attachment upload link is displayed on the workflow details page. 

This is by system design.

This is currently working as system design that the attachment field in Job Information workflow will always show up if the workflow does not respect permission.

As a workaround, please consider setting the workflow "Respect Permission" in Workflow page and grant relevant permissions to approvers.
