Sequence ID is only generated by rule after hire workflow is approved.

If an employee is hired without a workflow, the sequence ID generates the User ID once submitting the employee, but if there is a workflow, it is generated only after the workflow is approved.

Expected behavior.

The user ID will be generated only after the hire workflow is approved.
