3429448 - Able to Import the self deleted candidate to the DRTM Purge Freeze

set-up a purge freeze AFTER we deleted the candidate via admin tool. We added the freeze via “manage data” and one via “upload” in both variants the system did not show any warning that the candidate has already been deleted and cannot be added to the purge.

This is expected behavior, 

Since the candidate will be imported through the DRTM purge freeze with the data candidateIdentity  is same as Candidate ID which will be not anonymized when the candidate has been deleted from the admin center(anonymization=false).
