3429657 - Email notification is sent to multiple users via workflow when no responsible user is assigned to the quality notification task

Symptom

We are using the rule 00000174(Standard role for quality notification) This rule is having functional module. QQWF_RESPONSIBLE_FOR_TASK as shown in the attachment.

Can you please let me know how mail is triggers to random users when the task is not assigned to any responsible user(QMSM-PARNR is blank).
