3430523 - ST03N gets popup 'No system load data available'

When you run transaction ST03N, you may encounter a popup message displaying either 'No system load data available' or 'No workload data found'. Consequently, the workload data in transactions ST03N/ST03 may not be visible.

All steps mentioned in SAP Notes and KBAs below have been executed, but the system does not show the data.
