3430820 - The message "invalid lines in './saprouttab'" is observed when the saprouter is (re)started

When starting or restarting the saprouter, the message "invalid lines in './saprouttab'" is displayed.

The "dev_rout" trace file shows error entries similar to one or more of the examples below:

1. *** ERROR => SNC field without SNC active, skip line X [nirout.cpp   10939]
2. *** ERROR => invalid token (IP_address) in IPadr-string, skip line X [nirout.cpp   11919]
3. *** ERROR => invalid service range (X>168), skip line X [nirout.cpp   11241]
