Resolution
Scope item J78 (Advanced Cash Operations) needs to be active for business catalog SAP_FIN_BC_CM_CASH_OPS_PC to be able to access the app Make Bank Transfers and Make Bank Transfers – Create with Templates. This scope item requires an additional SAP S/4HANA Cloud license.
