Cause
Scope item 1XN (Market Rates Management – Manually via Upload) is not active.
Resolution
Scope item 1XN (Market Rates Management – Manually via Upload) needs to be active to be able to assign business catalog SAP_FIN_BC_MKTD_FXR_PC to the role for the respective user to access app Enter FX Spot Rates. The scope item requires an additional SAP S/4HANA Cloud license.
