3431315 - COD_MEASURING_POINT_SAVE and/or COD_MEASUREMENT_DOC_SAVE idocs are still created even though there are no change pointers active

Symptom

Problems encountered with iDoc creation for Measurement Points and Measurement Document in the context of integration between S4 and C4C.
Two ports maintained in we20: COD_MEASUREMENT_DOC_SAVE with Port 0M525D2_15 and COD_MEASURING_POINT_SAVE with Port 0M525D2_14.
In BD50, the message types for Measurement Points and Docs are not maintained.
When changing measurement points/docs in the system and the iDoc is created & queued.
Expected behaviour: iDocs do not get created & queued.
