You want to carryforward a certain document with its budget and the Release option is NOT active in the FM area.

You want to understand what steps you need to follow.

To see if Releases are used or not in your configuration, you can check it in SPRO path:

Public Sector Management 
Funds Management Government 
Budget Control System (BCS) 
Budgeting 
Basic Settings 
Definition of Budget Data 
Budget Releases 
Define Release Scenario 

If concerning FM area is not assigned to Releases, Releases are not used in your configuration.

As a prerequisite:

Some open amount in document must exist to do its carryforward.
