Symptom

db2start
02/09/2024 15:43:13     0   0   SQL1042C  An unexpected system error occurred.
SQL1032N  No start database manager command was issued.  SQLSTATE=57019

Checking the db2diag.log the above errors are also accompanied with error SQL1641N
