3433224 - Users are not charged for an online item with cost

No order created for certain users.

There are some conditions required for the order to be generated. 

If one or more of the following are not met, then it is system behaviour for the order not to be created:

• The item has a price greater than "0" and a purchasing option other than "no charge".
• The user has a related account code or is authorized to use the organization account code.
• The user has received approval for the course (if approval is required).
• The user has launched the course.
