3433791 - Master Recipe - 'Control could not be created' error in Fiori Launchpad or SAP WEBGUI

Symptom

A tile is set up for the Create Master Recipe (Transaction C201), Change Master Recipe (Transaction C202) or Display Master Recipe (Transaction C203) on the Fiori Launchpad. When trying to display Master recipe Graphics, the error message "Control could not be created" (CG043) is displayed.

This behavior can also occur when these transactions are accessed using SAP WebGUI.
