3434017 - SUM PREP_INSTALL/SUBMOD_PREP_INSTALL/SHDINST_DB_PREP error in MSSSHDCRE - Login password policy check

Symptom

An error occurs in phase PREP_INSTALL/SUBMOD_PREP_INSTALL/SHDINST_DB_PREP of SUM, saying that login password policy check is not set to ON.

MSSSHDCRE.LOG shows message, for example:

1EETQ008 Error message: DBSL error 99 (db code 50000):
1EETQ009XLogin password policy check is not set to ON
1EETQ003 exit code: "20"
4 ETQ399 Rollback."
