You are trying to restrict the tenant access by IP address in a multi-customer system, therefore limiting the access to your SAP Business ByDesign system to only a few users.
Environment

Cause
Tenant Access restriction by IP address is IP Specific and not User Specific.
Resolution
In SAP Business ByDesign it is possible to restrict tenant access by IP address for Single Customer System (Private Cloud) but it is not feasible to implement the IP address restriction if the tenant is currently located in a multi-customer system(Public cloud)
