3434503 - System checks S_START authorization when starting Web Dynpro applications or Web Dynpro application configurations

Symptom

After system copy or new installation, when starting Web Dynpro applications or Web Dynpro application configurations on target system, error message "You do not have start authorization for R3TR WDYA <XXX>, return code 4(Message E S_PROGRAM_START_AUTH 000" appears, even though no error happens on the source system.
