3434880 - 'You are not authorized to perform this operation' error when trying to add new keypairs in CPI keystore despite having the needed roles.

Symptom

When trying to add a new keypair to CPI keystore, the following error appears, despite all the needed roles being assigned to the user trying to perform the operation:

"You are not authorized to perform this operation.
Contact your tenant administrator for permission."
