Symptom
When an external user access a site and wants to update the language preference, the menu is not available to view.
For example:

Cause
The language preference menu is hidden behind the header configuration of the Brand.
Resolution
Firstly ensure that within System Administration > Application Administration > Configuration > LMS_ADMIN > showPreferenceSelectorInDefaultHeader=true
Open up the Site configuration details (System Administration > Application Administration > Sites) and note the Organization Domain ID which is associated to it.
When you review this Organisation ID (People > Organisations) you will see that it’s associated to a Branding Style ID.
It’s within this Brand ID (System Administration > Application Administration > Brands) where the root cause of the problem is. The Brand has a header value configured which displays on the Site page. This is hiding the default display in relation to the language preference menu
As an admin, you will need to review the header configuration to ensure that it doesn’t result in hiding the language preference options.
