3435671 - Get error GLO_FIAA_JP_ANNEX16000 in Annex 16 report even implemented note 3249032

Symptom

Implemented note 3249032 to let area type 5(Dep. Area for Tax Without Additional Depreciation) become an optional setting base on [Q18] of note 1736835 - FAQ on Annex 16 (Japanese Localization FI-AA).

After note implemented, when run Annex 16 report, message GLO_FIAA_JP_ANNEX16000 is still an error message which does not change to warning message or not display.
