3436176 - Error message KI217 is raised during production order creation for subcontracting materials

Symptom

The material has been costed with subcontracting special procurement type (30, for example).  When creating production order in transaction CO01 or costing in transaction CO02, you get message KI217 - "Cost element XXXX in CO area XXXX does not exist for XXXX".
