3437397 - Message "relationship(s) excluded from BP replication" when replicating BP relationship with webservice

Symptom

When replicating BP relationship only using DRFOUT with BPSelectionMode - 2 (relationships only), the replication is failing due with message MDG_BS_BP_DATAREPL012 - "relationship(s) excluded from BP replication" when replicating BP relationship with webservice.
