3437792 - Year End Forms are showed on ESS even though the ESS On checkbox had not been checked on the Year End Reporting

Symptom

You access the ESS and notice that the application is showing the Year End Forms for an employee, but the ESS On checkbox on the Year End Reporting (RPCYERK0) has not been checked for the specific run.

Your expectation is that the Year End Forms should only be showed on ESS if the ESS On flag is selected.
