3437932 - How to transport 'Rules for VAT Return'

After making configuration in Rules for VAT return, which is set in the IMG path below, transport request is not displayed when saving the configuration, and if you try to get the transport manually, the transport is not possible because the "Transport" in menu is grayed out.
