3438695 - Can not logon to ABAP system using logon group through SAPRouter

Symptom

When directly access the ABAP system using logon group, it succeeds.

However when logon through SAPRouter, it fails with error:
Logon balancing error 88: Cannot connect with message server (rc=9)

Error: The connection to the specified message server (/H/<SAPRouter_hostname>/S/<SAPRouter_port>/H/<message_server_hostname>/sapms<SID>) failed.
