Symptom

In SM21 transaction, the following entries are found:

<message date>    <message time>    <instance>    BTC    006    000    SAPSYS    @5C\Qvery high priority@    EMF    Logon of Jobstep User Failed
<message date>    <message time>    <instance>    BTC    006    000    SAPSYS    @5C\Qvery high priority@    EME    <blocked user> <client number>
<message date>    <message time>    <instance>    BTC    006    000    SAPSYS    @5C\Qvery high priority@    EME    Job: <jobname> <jobID>

Also, jobs in SM37 are failing with "Logon of user <blocked user> in client <client number> failed when starting a step".

SM37 > Job log: <message date> <message time> Jobs in status Canceled since <message date> <message time>: 0 jobs processed.           BT 679
