Cause
The BPE Admin role doesn't have the permission to "Trigger I-9 Flow".
Resolution
In order to start the reverification process, it's necessary to have the 'Onboarding or Offboarding Admin Object Permissions' > 'Trigger I-9 Flow' permission.
