3439281 - Restrict the admin from registering users for past classes

 Administrators are able to register users to a class after the start date and time have passed.

1. Access Learning Administration

2. Learning Activities-> Classes-> Open any past class

3. Register the user to class

This is the current system design that admins are able to register users to classes in the past. 

The administrator has the ability to register users for past classes, but there is currently no configuration or setting available to restrict/prevent this. However, a warning pop-up will appear, stating "The end date for registration changes has passed for class... Do you want to proceed?" when the administrator attempts to register users for the past class.
