3440185 - ER locking issue in certain statuses : Engineering Record Locked by

Symptom

We are facing issue with some of the ER's (engineering Records) , as we are not able to open them in change mode with transaction "Change Engineering Record " or can't edit them with "Edit" button in transaction "Display Engineering Record". While doing any of these two actions we are facing an error "Engineering Record Locked by".
