3440272 - The users cannot login if the password is empty: [DisableLoginForImportedUserInterceptor] Disabling login for 'XYZ' because of empty password.

Symptom

When creating new users via Impex or modifying users (who haven't maintained passwords) via Impex, the "Disable Login" property will be forcibly set to True, causing the user not to log in to Backoffice. Even though the user.password.acceptEmpty parameter has been set to True, the backend will show a message "Disabling login for 'XYZ' because of empty password".
