During the process of upgrading Solr from version 8 to 9.2 in Solr cloud mode, one may encounter a problem during server startup as evidenced in the error log file:

ERROR: java.util.concurrent.TimeoutException: Could not connect to ZooKeeper localhost:9983 within 30000 ms
