Symptom
- Customer has upgraded to Latest GM.
- Edit Goal - When there is a default value in impacted field, the respective fields are not calculated/populated automatically
- Without custom rating (which means changing the default value of the field to something else and then back to the default value) respective fields are not populated
- Behavior impacts PM form as rating is not calculated without custom rating
- This is working well in Legacy Goal Management

Reproducing the Issue
1. Login to Instance > go to Goals > create a goal
2. Edit the goal > default value of impacted field will not populate respective fields automatically
3. Change the default value to something else and then re-enter default value again
4. By doing this custom rating, the respective fields will be populated.
NOTE: Performance Form is also impacted, since goals are not rated in Objective section. If goal is editable in the Performance form, the same behavior is present as described above
Cause
The affected fields do not have read permission in the previous goal state, resulting that the data is not being saved.
Resolution
This issue in tentatively planned to be fixed in the 2H 2024 release.
WORKAROUND:
Manually reselect the enum data in the state with write permission.
