3441913 - "User License" option is available when assigning a new role to a user in SAP Analytics Cloud (SAC)

Only Concurrent Session Licenses were purchased by customer, however the "User License" option is available when assigning a new role to a user If the role was assigned under "User License", an error message appears in Trace logs and a warning message for exceeding License Usage appears in System>Monitor.
