3441967 - External user unable to register to site with same User ID after request was denied

External user registered to an LMS site, but the account request was denied by Approver. User tried to create a new account request with the same User ID, but an error message displays:

Please correct the following errors before proceeding:

• The user ID is already in use. Please use another User ID to create a new account.

1. As an External user, access the link for an LMS Site >
2. Click the link to register and create a new account >
3. Enter an User ID and all necessary fields >
4. Sumit request >
5. Approver denies your request, a new account request must be submitted. Repeat the steps to create the account >
6. Enter the same User ID >
7. Error message displays: "The user ID is already in use. Please use another User ID to create a new account".

This is expected behavior. User ID is a primary record and needs to be unique in the system, even if the account request was denied. Currently, it is not possible to remove these rejected account requests. 

External user needs to register using another User ID to create a new account.
