3444600 - Message "error on line 2 at column 6: XML declaration allowed only at the start of the document" is displayed when opening a XML template file of a Migration Object

1. When trying to open the downloaded XML template file of a Migration Object with the Microsoft Edge browser, it throws the following error:
   "error on line 2 at column 6: XML declaration allowed only at the start of the document"

2. After downloading the XML file for any Migration objects via the Migrate Your Data app, it can not be opened with below error.

   This page contains the following errors:
   error on line 406 at column 64 : Opening and ending tag mismatch: LS line 406and unparsable
   Below is a rending of the page up to the first error.
