Symptom

When running failover from Site1 to Site2  getting:

> sybdbfm status
fault manager running, pid 31042, fault manager overall status = BOOTED, currently executing in mode PAUSING

node 1: server <hostname>, site Site1.
db host status: OK.
db status DB sap_host_available REQUIRED hadr status STANDBY.
node 2: server <hostname>, site Site2.
db host status: OK.
db status OK hadr status PRIMARY.
replication status: SYNC_OK.
VIPA status: OK.
failover prerequisites fulfilled: NO.
