3446549 - Queues stuck in SMQ2 with error "Field Item: Production Supply Area is a required field for the action Save Header"

Symptom

A savereplica queue with function module /SCWM/OUTB_DLV_SAVEREPLICA gets stuck in EWM's SMQ2 with the following error:

"Field Item: Production Supply Area is a required field for the action Save Header
/SCDL/ICC1"

Thus, the delivery in question is not created in EWM.
