3446702 - The business rule was not triggered in Manage Pending Hires - Onboarding

The business rule was not triggered successfully in "Manage Pending Hires".

SAP SuccessFactors Onboarding

1. Go to "Manage Pending Hires"
2. Go to "Onboarding" tab and find the candidate 
3. Confirm all data and click "Submit" button
4. The rule cannot be triggered

There are conflicting rules.

There is another business rule that is triggered at the same time that changed the candidate's data, causing the candidate's data to not qualify for the rule that was not triggered.

Modify these rules so that the rules do not conflict with each other.
