3446833 - Manager with no edit access appears as 'last updated by' in audit trail

• A Manager without permissions Edit or Job History is showing as Last updated by him in an employee's job history record.
• Customer is seeing manager (user B) as last modified by user for job information of target user (User A) while User B does not have permission to edit/insert job info for user A.

The employee/user was an internal hire via Recruiting Management (RCM) and the Manager current manager (User B) is also hiring manager of User A (subject user/target employee)

• During the hiring process User B - Manager was Hiring manager of User A - Subject user / Employee. Being part of the post-processing of hiring approval process Manager User B is shown correctly in the audit trial for the creation of job history record.
• Also, if Manager was the last approver of hire workflow his name would show up in the audit trail as 'last updated by' as his approved saved the changes in records.
