3447143 - VCAL notification for 'Notify Instructors' Action

The admins are working with the 'Notify Instructors' action and noticed different VCAL notification behavior when using virtual classes.

6. The instructors do not receive the VCAL notification alongside the Notify Instructor notification (InstructorAssignmentNotification).

The action "Notify Instructors" works differently for virtual classes and non virtual classes.

For a virtual class, the VCAL is not sent as part Notify Instructor notification, instead an .ics attachment is sent alongside the InstructorAssignmentNotification notification.

For non virtual classes, the VCAL with class details is sent to instructors.

Note: The VCAL is sent to the primary instructor upon class and class segment creation or changes. These are part of the VLE_EVENT notifications.
